Nocturne is the sister city-state of Hikaru, and the larger of the two. The country is formed out of the loyalist portion of the Arcadian Empire, the faction which remained loyal to the monarch and the military. For this reason, Nocturne is the larger of the two city states. The strength of the nation is easily found in its superior air force and infantry, due in part to the countries policy of conscription. The government, a monarchy, divides its authority to four provincial reagents who administrate and serve as top executive of each of the countries four provinces. The capital city of Nocturne, separate from the four provinces, is left to the direct administration of the King. Presently, the country is on the verge of war with Hikaru.
