The nation of Hikaru, one of the smaller nations on Gaia, is the home of the ATF Fleet. The city, despite its small size, is a leader in technological warfare, possessing a surprisingly disproportionate military and reverse engineered Dimensional technology. Originally formed out of a rebellion movement from the collapsing empire of Arcadia, the government is a democracy with an elected Governor being the highest authority figure and 'Generallisimo' as the highest ranking military officer. Despite this, a current trend fronted by Generallisimo Harrison is pushing the city into a facist dictatorship.
